I think it's like those things you see on Back to the Future, and Edward Scissor hands, etc, where everyone living in that area, all must pass through the same gate, which is the entrance to the housing estate. Supposed to be a security feature.

I saw one show where the guy next door had bodies in his garbage bags !!

Its a housing development that has a wall and/or fence all the way around it. Only one way and the same way out. The owners of the houses have a remote to open the gates and visitors have to type in a code on the number pad or the visitors have to call the owner to let them have the code. Cuts down on unexpected visitors and suppose to cut down on punks like the ones next door to my moms house.
